The Lowell City Zoning Board of Appeals on March 9 approved a series of variances and sign permits and set conditions on two after‑the‑fact home additions, while continuing one new‑business application for further public notice and site clarification.
At 26 Mariner Street the board voted to allow an additional curb cut and driveway expansion. Member Proco moved the motion and the roll call showed Chairman Peek, Vice Chair Callahan, Member Proco, Member Brier, Member Hubby and Member Shanahan voting to approve. The applicant told the board he had added a small paved area and extended an L‑shaped driveway after purchasing the home and said he was not responsible for the original site plan that called for removing that parking area.
The board also approved two permits for signage at 10 Technology Drive for a Spectrum Health behavioral‑health facility. Diane, representing Sunshine Sign Company, told the board the site operates 24 hours and needs internally illuminated wayfinding signs; staff raised no objections and the board approved a variance for sign size and a special permit for internal illumination in separate roll‑call votes.
Two residential petitions were approved with the condition that applicants submit updated site plans identifying the additions. The board approved an after‑the‑fact variance for an addition at 55 Harbor Street (applicant Mike Roshel) conditioned on an updated site plan to be reviewed by DPD. The board likewise approved Jack Lee’s request at 150 East Meadow Road to legalize a single‑level 178‑square‑foot rear addition, subject to a before‑and‑after site plan showing the work and subject to DPD review.
The board formally approved meeting minutes from Feb. 9, 2026, and adjourned. The only item the board continued was an application to operate an outdoor car lot at 1570 Middlesex Street; the applicant must post the large on‑site notice required by ordinance for 14 days and return on April 13.
What’s next: applicants granted conditional approvals were told to file updated site plans with DPD for staff review; the car‑lot applicant must post the required 14‑day public notice and return on April 13 so the board can consider circulation, striping and public‑notice compliance.
