The New Philadelphia City School District Board of Education voted on Jan. 7 to request a formal tax estimate from the state tax commissioner related to a potential financing plan for a building and facilities project.
The treasurer presented a resolution asking the state tax commissioner to estimate the rates at which the district would need to levy an ad valorem property tax and a school-district earned income tax to produce an additional annual amount for district purposes. Board members discussed the financing purpose — including that any earned-income tax would be submitted to voters — and approved the measure to request the state's estimate.
Separately, the board considered a resolution that would, contingent on voter approval of a new 1.5% school-district income tax at the May 5, 2026 election, reduce an existing property-tax levy by 0.5 mill beginning with tax year 2026 (first collection at reduced rate in 2027). The treasurer and other speakers said the item on the agenda was intended to declare the district’s intent but recommended tabling final action until official election results are available. The board voted to table the property-tax reduction resolution until after the election results are certified.
No binding tax levy was adopted at the meeting; board members recorded the request for the tax estimate and deferred any property-tax reductions until the outcome of the May ballot measure is confirmed.
