On March 5, 2026, the Palatka Historic Preservation Board approved a blanket Certificate of Appropriateness for exterior improvements at 516 North 4th Street, a contributing colonial‑revival house in the North Historic District.
Applicant Selena Gavin told the board she moved from St. Augustine, bought the house to restore it and wants historically appropriate features such as painted white railings, a single cast‑iron handrail at the stair, an authentic‑style lantern post with an electric flicker bulb, copper gutters if feasible, a front picket fence and a rear wood privacy fence.
The board reviewed photos and the Florida master site file. Mr. Hollister disclosed past work for the property but said he would not perform the described work and therefore would not receive a direct pecuniary benefit; the board clarified recusal rules and allowed his participation. Miss Vote moved to approve the porch railings (to be painted white), lamp post (black, electric), six‑inch gutters (copper preferred), front picket fence and rear wood fencing, and painted exterior in white with black trim; Miss Pavville seconded and the motion passed by voice vote.
Board members asked questions about materials and heights, the applicant explained choices (including preferring copper gutters because of roof slope) and staff confirmed the property’s contribution in the Florida master site file. Staff also advised that Certificates of Appropriateness do not have an expiration date under current practice.
The board approved the applicant's proposals and welcomed her to the neighborhood.
