Council approves one-year extensions for violence-prevention contracts, citing continuity of services

The Minneapolis Supercommittee of the Whole voted to extend several neighborhood safety contracts for an extra year so programs that began under the 2024 request-for-proposals can continue without re-solicitation.
Director Amanda Harrington of Neighborhood Safety told the committee the contracts are typically one-year awards and the requests before the body extend those agreements into a second year so providers can maintain staffing and services. Harrington said, “we had done the request for proposal in 2024, and instead of doing that process again, we are asking to amend the contracts for an additional year.” Harrington explained the added money represents the one-year cost of continuing services (for example, a cited $232,000 one-year increment doubled a contract's not-to-exceed amount to cover two years).
The measure drew questions about how funding is coded. Harrington clarified that some programs draw on Public Safety Aid while others come from the department's general fund. Members asked for clearer program impact summaries and suggested staff add a one-page impact memo to future RCA materials so newly elected members can track outcomes and outcomes data.
After discussion the committee approved items 36 through 39 on a roll call vote (12-0). The committee directed staff to provide additional program-level performance and fiscal detail ahead of the full Council's consideration.
