"I am liaison between EID and the city," the liaison said, describing a review flow in which EID reviews materials and the Board of Works issues final approvals.
Board members debated whether installation should be outsourced to an approved vendor or handled internally. The draft program included one approved vendor but board members suggested soliciting quotes to pick a contractor and to allow organizations the option of purchasing and maintaining their own banners. The liaison said installation costs could be included in the program’s PR pricing when appropriate.
The board also asked staff to extract a standalone quote for lights so the members could compare that figure to the contractor who had attended a prior meeting. One committee member proposed reducing a $10,000 line item by $1,000 to isolate the lighting portion (resulting in $9,000) plus a separate $2,600 line item; members asked staff to get a clear vendor quote for the light-specific work before the next meeting.
Members discussed operational issues including where banners are stored and how prior banners were handled at events; a past fair, they said, contracted Scintech Direct to install its banners and the board agreed to contact the fair to clarify billing and placement practices. The liaison said the EID has not been storing banners for outside organizations and that record review would be needed to confirm past practice.
The board did not make a final decision on vendor selection or lighting expenditures at this meeting. Members asked staff to prepare vendor quotes, confirm storage arrangements, and place a banner-program recommendation on the Board of Works agenda for the next approval step.
