Troy Roberts, representing Bluegrass Community Action Partnership (BGCAP), presented an overview of the agency's services for Franklin County during the March 4 work session. Roberts said BGCAP is a 501(c)(3) that serves a nine-county area with services aimed at reducing poverty and its impacts.
He provided Franklin County-specific figures: BGCAP served 379 households with the summer LIHEAP subsidy last year ($52,935) and 379 households with fall LIHEAP subsidy ($52,537). For LIHEAP crisis assistance (which requires a disconnect notice or imminent fuel shortage), Roberts said the program began Jan. 6 and has served 329 households with roughly $95,267 supplied to date.
Roberts also summarized other local services: a Head Start center that serves about 70 children; a BGCAP transportation program that logged 55,883 trips in Franklin County last year for 1,389 residents (633 Medicaid clients among them), and partnerships providing group transportation for recovery and youth programs. He thanked the court for a recent $750 county donation that helped five households with rent and utility assistance.
Court members asked about budget stability and federal funding; Roberts said federal support for the agency's programs has held steady despite national budget uncertainty and credited congressional advocacy in maintaining program funding. Members thanked BGCAP for its local work and invited continued coordination during county budget season.
