Sebastian council accepts final adaptation plan to prioritize flood‑resilience projects

The City of Sebastian voted to accept a final adaptation plan funded through the Resilient Florida program, a continuation of a 2024 vulnerability assessment. Shelby Roachcha of Kimley Horn presented the plan at the Feb. 23 meeting and described modeling of flood depths from rainfall, sea-level rise and storm surge for city-owned assets.
“The purpose of the adaptation plan is to take what was conducted in the vulnerability assessment — identifying flood‑prone assets and regions of the city — and identify potential strategies and general projects for the future,” Shelby Roachcha said. The plan identifies focus areas with clusters of vulnerable assets, notably along Indian River Drive and the city’s canal system, and proposes a menu of strategies grouped as protection, accommodation, retreat and planning.
Council members noted the plan’s role in helping staff prioritize projects already on the City’s CIP, the local mitigation strategy list and the stormwater master plan. The plan proposes actions ranging from seawall and shoreline stabilization and culvert upsizing to canal dredging and planning updates; it introduces a ranking system to help the city sequence investments and pursue future grant funding. Council voted to accept the plan by roll call.
Next steps: acceptance enables staff to use the plan to apply for resilient‑Florida and related capital grants, pursue ranked projects in the CIP and integrate recommended measures into future capital planning.
