Council adopts Davis Estates zoning change and approves plats, PUD reading and a public‑safety site plan

At its Jan. 20 meeting the West Des Moines City Council approved several land‑use and development items, including final adoption of a zoning ordinance for Davis Estates and approvals of plats and site plans.

The council conducted a second reading and then waived the third reading to adopt an ordinance amending the official zoning map to establish single‑family residential zoning for Davis Estates (developer identified in the meeting as Hubble Realy Company). The council recorded a unanimous vote (four yes) on the ordinance.

On public hearings and new business the council:

• Approved the first reading of a PUD amendment for BEH 220 EP Parkway to allow five additional residential units in the Hamlet apartments (applicant: True Parkway Iowa LLC); planning & zoning had recommended approval 6–0 with one absent.

• Deferred item 6B to the March 2 council meeting to allow more time for processing.

• Approved the final plat for Banks Landing Town Homes (36 lots; JJR Holdings LLC).

• Approved a preliminary plat for Jordan West Plat 4 to reduce a platted setback to allow construction of a medical office building for Ryan Company US Inc.; planning & zoning recommended unanimous approval.

• Approved a site plan for a new approximately 17,000‑sq‑ft Fire/EMS Station 13, with a condition allowing the council to defer a sidewalk until road reconstruction or need is determined.

Votes on each motion were recorded on the record; where totals were read, the clerk recorded "four yes." No ordinances were remanded or tabled during the meeting.
