Council debates next steps after planning board declines demolition approval for downtown Good Bread structure

Council members on May 6 took up a planning and zoning board decision declining approval to demolish portions of a façade commonly referred to as the Good Bread or Dixie Moon structure and discussed next steps.
City staff said the planning and zoning board questioned whether any portion of the exterior could be salvaged and declined approval; staff described the structure as braced for a prior move and not currently suitable for occupancy without raising or floodproofing. "It was presented to the board that the structure itself was mainly consisting of additional supports that kept it standing," a staff member said.
Several council members said the issue has been pending for years and urged moving forward. Council member Chris recommended directing staff to plan the demolition and place the item on the next consent agenda so the council could take final action. Another council member urged the city attorney and staff to identify whether a formal appeal was required or whether the council could place demolition on the consent agenda. The attorney said it would be reasonable to put the demolition as a consent item and that the council's order could be used if the standards had already been met.
Council did not take a final demolition vote on May 6 but directed staff to return with options and, if appropriate, place demolition as a consent item on the next agenda with preparatory plans for demolition.
