Planning staff used the May 13 meeting to introduce senior planner Yvonne Briscoe, demonstrate the city’s new agenda management platform, and summarize progress on the Unified Development Code (UDC) rewrite and Old Town master plan.
Planning staff said Yvonne Briscoe has joined the department as senior planner and will oversee current planning operations. Staff also walked commissioners through horizon.agendalink.app, explaining that each commissioner should receive email credentials to access meeting packets, watch archived videos, take private notes and search agendas; the platform went live for city agendas in 2024.
Staff highlighted Module 1 of the UDC rewrite (land uses, zoning districts and use standards), noting consultants are incorporating advisory committee feedback. The Old Town master plan draft is open for public review at cibolotomorrow.com; staff said the draft addresses parking, landscaping, drainage and potential Old Town zoning updates and includes an implementation matrix with responsibilities and potential funding sources.
Staff also reviewed current projects and permits, including O’Reilly Auto Parts site plan on FM 1103, an approved warehouse site plan, ongoing plats in review and building permits in process for local businesses. The planning team asked commissioners to review the UDC and Old Town materials and provide comments ahead of upcoming EDC and council review dates.
