The CVTA Finance Committee on May 13 voted to forward to the full authority a request from PlanRVA for additional previous‑year indirect and managed‑services fees, including a 10% administrative charge that appears in a 2022 agreement.
Staff and committee members reviewed the background: the existing memorandum of understanding with PlanRVA includes a 10% administrative recovery provision for certain services beginning with a 2022 agreement. Some members said earlier agreements lacked that charge and asked whether PlanRVA is owed prior‑year amounts going back to the 2022 signed document.
"If you read the agreement, it is dated October 2022 where the 10% administrative fee was spelled out," one committee member said, urging that PlanRVA be paid what the CVTA agreed to in the executed agreement. Other members requested a clearer accounting, asking PlanRVA to present the actual services performed, the cost basis for the 10% rate and which activities it covers so members can explain the charge to taxpayers.
Committee members discussed timing and audit/accounting consequences tied to fiscal year close and accruals. Staff noted there is an upcoming finance committee meeting (May 20) and a full authority meeting in June; PlanRVA was asked to present a detailed request at the authority meeting so the records can be clear for auditors and members.
After discussion, the committee approved a motion to recommend authority action on the additional prior‑year indirect and managed services fees and requested PlanRVA provide an itemized explanation of the costs and services covered by the administrative charge prior to final authority action.
