Staff recommended the board find the action categorically exempt from the California Environmental Quality Act under CEQA Guidelines §15317 and to adopt the resolution rescinding the prior contract and entering the new one.
The board took the three related actions (open public hearing, find CEQA exemption, adopt resolution) in separate motions and approved all with roll‑call votes. Members of the public had no additional comments and staff confirmed the agricultural preserve and contract acreage would remain unchanged.
