Merrillville council approves park repairs, equipment purchases and several municipal contracts; staff pulls two resolutions for rework

Parks chair Counselor Sean Pettit said most projects will be funded from an existing parks capital or sponsorship fund.

Town Manager Mr. Griffin cited Indiana purchasing and public-works statutes (IC 5-22 and IC 36-1-12) and said staff believed the awards complied with statutory thresholds, but he asked the council to remove resolutions 26-18 and 26-20 from the agenda to correct language in a quote and, where appropriate, re-solicit quotes. ‘‘I caught tonight language that concerned me enough that I think we should try again with those,’’ Griffin said.
Other approvals and fiscal notes: Council approved resolution 26-19 (an agreement with Gary Up Construction Company not to exceed $49,160 for Mansard panels at town hall) and resolution 26-23 (exterior painting of town hall up to $33,730). The council also approved ordinance 26-10 on first reading to add a parks maintenance manager and increase parks maintenance staffing; roll-call vote showed seven in favor.
Community-center gift proposal: Counselor Pettit announced the White Family Foundation has offered a $23 million proposal involving the Dean and Barbara White Community Center and Crossroads YMCA; a public presentation by foundation and YMCA representatives is scheduled for May 28 so the community can review the concept. Pettit said the money would be placed in escrow to cover bond debt service and, after a 2029 bond call, free up TIF allocations for public safety goals he has proposed.
What to watch: Staff will return with reworded procurement resolutions and any additional quotes where needed. The council will also host the May 28 community presentation about the community-center proposal, and the citizen advisory committee and public forum on data centers remain scheduled for May 19 and June 11 respectively.
