Access would be from Huelet Avenue to Oleander Street; there would be no direct driveways from SR 520. Staff noted they retained a larger oak for shade and designed dry retention areas to manage runoff.
Council supported the PNZ unanimous recommendation and asked staff to use white (rather than warm/yellow‑tinted) LED lighting to improve visibility near SR 520. A public comment period was opened and closed with no opposition reported; the council approved the project by voice vote. Staff said the design uses municipal low‑impact development techniques used elsewhere in the village and will incorporate decorative lighting consistent with Cocoa Village character.
The plan is part of a broader downtown parking and placemaking program; staff will return with construction timing, detailed final plans and procurement steps.
