During discussion Councilman Hearn moved (and later amended) a motion that included redirecting a $150,000 allocation toward Cocoa High School stadium improvements, with council asking the Brevard School Board to commit matching funds. Deputy Mayor Goins and other members said they would press for a formal school‑board commitment; the city manager agreed to coordinate discussions with school officials.
City Manager Whitten framed the allocations as following council priorities for parks and public facilities, noting the city’s recent capital investments and saying, in part, “parks build families and families build communities.” Council approved the package and the school‑support amendment by voice vote. Staff noted grant opportunities remain under consideration (for example to offset Stradley costs) and directed follow‑up work to finalize timing and implementation responsibilities.
