Winona County recognizes public-health and child-welfare staff; approves routine minutes and consent business

Winona County commissioners opened the meeting with staff recognitions and routine approvals. Jill (county staff) highlighted a 17-year partnership between Winona State University's undergraduate nursing program and Winona County Public Health that integrates students into in-home client visits and school vaccination clinics; Betsy Zeller, Tracy Finery and Jeff Peterson were named in the recognition.
Amber Pashi, a social worker in children and family services, presented a Minnesota Child Welfare Exemplary Service Award to Alyssa Pel, supervisor of the Winona County Children and Family Services Unit, citing her leadership, screening-process changes to improve diversity and efforts to bring community partners into team meetings. "She turns her values into action," Pashi said.
The board approved the April 28, 2026 minutes (moved by Commissioner Vegley, seconded by Commissioner Olson), the meeting agenda and the consent business (items 5.1—6 including conditional use permits, professional services agreements, grant acceptances and MN DOT detour agreement), and approved Resolution 2026 proclaiming May 13, 2026 as Winona County Law Enforcement Memorial Day; the proclamation noted more than 130 peace officers nationwide were killed in the line of duty in 2025 and announced a memorial event at 1 p.m. the following day.
Recorder's office staff also reported that backlogged recordings from a cyber incident were completed and returned, involving more than a thousand transactions and about 140 homes.
