The city maintained that when a unit is rented the renter controls the premises and the four‑vehicle limit is triggered even if the owner remains on site.
After hearing the arguments and reviewing staff evidence, the magistrate affirmed the two citations. The citations carry the fines described in the city code; the magistrate did not reduce or dismiss them at this hearing. The owner was advised she can pursue any applicable administrative remedies under the code and the city’s compliance processes.
