David King, the designated agent for the unit, told the commission that the rear wooden sashes were failing, many sashes were inoperable and there had been water penetration at the rear windows. King said the owners favored higher‑durability composite windows to reduce future maintenance; he also said front‑facing windows would be replaced with wood to preserve the historic view from the street.
Commissioners asked for a physical sample and closer photographic/evidentiary documentation of the existing windows’ conditions. They also sought clarity about whether the building is legally a condominium and which entity (individual owner or HOA) is responsible for exterior elements. King said he did not have a physical sample at the hearing and that contractors had recommended composite units for durability. After discussion, the applicant withdrew the request for composite windows and indicated they would consider wood‑for‑wood replacement or gather additional evidence and return at a later date.
