Norwalk City Board of Ethics meeting canceled after failing to reach four-member quorum

The Norwalk City Board of Ethics meeting scheduled for 7 p.m. on Feb. 26, 2026, was canceled after the group failed to reach the four-member quorum required to conduct official business, a board staff member said.

The meeting never convened for formal business because only three members were present. “We only have three … we need four for a quorum,” the board staff member said, adding that without a quorum the board could not take votes or perform official actions.

Board staff said they will email city leadership to propose an ordinance change that would increase the board’s membership from seven to nine. The staff member said the proposed language would be brought first to the board for recommendations and then forwarded to the ordinance committee for consideration before returning for a formal vote.

A committee member also said the group will seek time with the city’s chief human resources officer to revisit items delayed by earlier disruptions. The member suggested future meetings include a hybrid option so members can participate remotely if needed.

Members waited until 7:10 p.m. for a possible fourth attendee. After the wait, the staff member announced the meeting would be canceled and that staff would post a YouTube note indicating the meeting did not proceed. The staff member said the board will attempt to reconvene at its next regularly scheduled meeting at the end of March.

Casual conversation among those present included personal updates about travel and weather that affected members’ ability to attend. One attendee made an unverified observation about increased low-flying helicopters in a nearby area; that comment was speculative and was not tied to any board business.

No motions were made, no votes were taken, and no formal actions occurred because the meeting never reached a quorum. The board staff member thanked the three attendees and closed the informal session.
