Salisbury Township SD faces $3.5 million assessed-value reduction; board approves contracts and grant plans

The Salisbury Township School District board on Sept. 18 received a finance update that the district's assessed value has been reduced by $3,497,000 following nine property-assessment appeals, a change that will require approximately $170,000 in tax refunds to affected property owners.
The board secretary reported the appeals are effective Jan. 1 and that about 10 additional high-value appeals remain pending. "We have nine of them that have already gone before the assessment board of appeals and they were awarded in total of $3,497,000 ... that equates to $170,000 of refunds that I have to issue for these nine properties," the secretary said.
Board members discussed whether the refunds should be charged to the current year or reallocated to the prior year; the district is consulting with auditors on timing to avoid starting the fiscal year in a deficit position.
During the same meeting the board approved several contracts and routine items by voice vote: two agreements with Colonial Intermediate Unit 20 (partial hospitalization services for two students and professional development), acceptance of a free digital mental-health program offered by the Pennsylvania Department of Human Services (CA USA), renewal of the district's solicitor agreement (King, Spry), and a healthcare staffing agreement (Margas Healthcare Staffing). The motions were moved, seconded and approved; transcript records voice approvals but did not supply roll-call tallies.
Administration also announced it had applied for and been conditionally allocated a competitive Commonwealth grant of $457,000 intended for SCS water mitigation and potentially flooring; district staff said they are awaiting official notification before recommending reallocation of bond funds tied to the originally planned projects.
Board members were reminded the district must distribute certain federal grant money to nonpublic schools located within district borders when those funds are passed through the district.
