Board endorses CentralSquare CAD rollout and approves $75,705 EMS vehicle purchase

The Northumberland County Board of Supervisors on May 14 endorsed a plan to integrate the county's computer-aided dispatch system into Emergency Services and approved a purchase order for a new EMS vehicle to be paid from EMS-billing revenue.

Chief Bailey (S9) asked the board to endorse a contract with CentralSquare to bring the sheriff's office CAD into Emergency Services. Bailey said the rollout would begin with a trial by the chief and assistant chief and expand to medic units and volunteer companies as desired. "The request comes at no additional appropriation from the board," Bailey said; the board moved and approved endorsement by voice vote.

Bailey also requested a purchase order for a Ford crew cab and upfitting through Duval Ford and Dana Public Safety for $75,705.30, to be charged to EMS billing revenue. Procurement staff collected three quotes and presented upfitting options; Dana's full-package upfit quote was substantially lower than two other bids. Board members asked about brand choice, 4x4 capability and maintenance logistics; Bailey said vehicles will match current fleet specifications and noted the EMS-billing balance was approximately $696,318 as of April 14 and roughly $715,000 after recent deposits.

The board approved the PO by voice vote. Bailey said the vehicle build time is 3 to 6 months and that an older Explorer will be declared surplus after the new unit is received.

Next steps: staff will proceed with the PO and coordinate delivery and upfitting under the cooperative procurement arrangement noted in the presentation.
