The workshop body voted unanimously in favor — with the clerk reporting 13 yes votes — to move multiple budget items to the full commission, including Resolution 265005, a $186,875 appropriation of general county funds for the Blount County Sheriff's Office to cover a prior-year inmate medical claim; Resolution 265006, a $153,500 general fund appropriation for design fees for an addition and renovation of the county animal center; and a series of education capital items (Resolutions 265002, 265003, 265004, 265007 and 265008) covering a Franceville Elementary roof and brick repair, track renovations at Heritage and William Blount high schools, a $725,000 transfer for contracts with vehicle owners to satisfy an auditors' corrective action plan, instructional supplies funded by the Tennessee Tutoring Innovation Grant ($74,600), and a $46,078 change order on the Heritage Middle School roof project.
The clerk read each resolution and the chair recorded who moved and seconded the motions as they were announced. Examples recorded in the workshop record include a motion on Resolution 265005 from Commissioner Carver with a second from Commissioner French; Resolution 265006 was recorded with Commissioner Aikert as mover and Commissioner Davis as second; Resolution 265007 was recorded as moved by Commissioner Acard and seconded by Commissioner Carver. The budget committee noted favorable recommendations on several school capital items (committee votes recorded as 5-0 where noted).
The workshop also recorded confirmation to appoint Thomas Lloyd as Blount County Building Commissioner; the clerk reported a motion from Commissioner French, a second from Commissioner Wells and 13 yes votes to forward the appointment to the full commission.
