Davis County Library Board ratifies Patron Point contract, approves lease amendment for temporary Bountiful site

The Davis County Library Board on April 9, 2026, ratified a three-year renewal with Patron Point, Inc., approved the board minutes and February expenditures, and approved Amendment No. 1 to the lease for the library’s temporary Bountiful location.
Deputy Director Ellen Peterson presented the Patron Point renewal, explaining the platform is used to send targeted marketing emails to library patrons. The contract totals $57,398 over three years with yearly payments of $18,479 (April 1, 2026–March 31, 2027), $19,125 (April 1, 2027–March 31, 2028) and $19,794 (April 1, 2028–March 31, 2029). Aaron Becker moved to ratify the agreement and Justin Wright seconded; the motion was recorded as unanimously carried.
Library Director Joshua Johnson presented the March 12, 2026 minutes for approval; Rosalie Taylor moved to approve and Justin Wright seconded. The board unanimously approved the minutes.
Johnson also presented the February 2026 expenditure report. Board member Jessica Groves noted that a ‘Benefits’ line item was removed in the 2026 budget. Johnson said the Controller removed an old, unused line and pointed to a newly created county ‘Termination Pool’ line designed to offset leave payout costs when employees retire. Jessica Groves moved to ratify the February expenditures and Sara Reed seconded; the motion was unanimously carried.
On the lease amendment, Johnson told the board the county needs Amendment No. 1 to the Lease Agreement for the temporary Bountiful location to allow the county to insure the temporary site using its self-insurance plan. Commissioner Lorene Kamalu moved to approve Amendment No. 1 and Sara Reed seconded; the motion was unanimously carried. The amendment specifies that the tenant (the county) may use a self-insurance plan, with funding levels described in the amendment (not less than $2,000,000 per occurrence for certain liabilities).
Chief Deputy County Attorney Neal Geddes provided the board’s annual Open Meeting Law training earlier in the meeting; the minutes note the board thanked Geddes and he left the meeting.
The board adjourned at 1:32 p.m.
