A staff presenter and multiple board members flagged several implementation questions: how to treat devices used to operate medical equipment covered by an IEP or 504 plan; whether smartwatches should be allowed; how athletes and bus supervision would access phones when needed; and whether disciplinary levels belong in district policy or in administrative regulations and handbooks. The meeting record notes concerns that overly prescriptive language in policy could hamstring administrators' ability to respond to unforeseen problems.
No formal vote to adopt the policy occurred. The board agreed to return the draft for a first reading with edits, including revised wording on violations and clearer language about medical and instructional exceptions. A presenter also said the district would provide implementation support tied to an outside vendor that supplies device pouches and related services.
The board signaled it will develop administrative procedures and handbook language to handle enforcement, progressive discipline and specific exceptions rather than embedding granular penalties in the policy itself. The matter will return to an upcoming meeting for a first reading with the recommended clarifications.
