Florissant council adopts multiple ordinances, approves publication contract and grants animal permit

Councilman Jeff Caputo summarized a set of council actions taken at the May 11 meeting.
Caputo said several bills previously considered were recorded as passed: one bill (listed in the record as 10208) became ordinance 9201 and amended the city charter to remove the purchasing officer position; another (10209) became ordinance 9202 addressing "park protection" language; and a related bill became ordinance 9203 concerning land acquisition and the requirement for voter approval on the charter. Caputo said these items had been voted on in April and were recorded as passed.
Caputo also said Bill 10216, authorizing a contract with Messenger Print Group LLC for the Flourish and Spotlight quarterly publication, passed after three readings and became ordinance 9204.
Separately, an animal permit to allow a resident at 940 Leveling (Ward 2) to keep four chickens was granted. Several first-reading items were announced or postponed, including a Community Block Grant program bill (10214), a no-left-turn ordinance targeting peak hours at a specific intersection (10215), and Bill 10217, which was postponed to the May 26 meeting because a petitioner did not appear.
Caputo closed the meeting announcing a public open house on May 21 at the Florissant Municipal Court to discuss food-scrap programs and community concerns including Coldwater Creek contamination.
