Library staff presented a multi‑part briefing May 14 that combined a proposed staffing reorganization, a short‑term lease proposal for a North Salt Lake pilot location and a detailed update on the Bountiful (South) library renovation.
The staffing proposal would consolidate front‑line duties into a unified public‑service model, reassign about 60 positions to more substantive duties and reduce redundancies. "A $105,000 less on our annual budget for personnel. 4.8 FTE reduction," a presenter said during the discussion, and staff said 10 part‑time positions would be relinquished; they also said all affected staff would have the opportunity to interview for newly defined library assistant roles. Board members pressed staff to provide an FAQ and clearer change‑management steps, including how employees could expect career progression under the new structure.
Staff also described a short‑term leased prototype for North Salt Lake — a roughly 1,500‑square‑foot space on Redwood Road intended to maintain services while the Bountiful branch undergoes renovation. Staff estimated the lease at about $3,500 per month, or roughly $32,000–$35,000 a year, excluding utilities and cleaning. The board voted to move the lease to informational status for May and asked staff to return a formal lease package for ratification in June.
In a lengthy design presentation, the project team reviewed the Bountiful renovation plan and schedule. Presenters said the project will retain and renovate the existing building rather than replace it, with major improvements including new full‑height glass portals, ADA‑compliant grade changes to eliminate steps, a drive‑through pickup window (the county’s first for a library), expanded children’s and teen spaces, new conference/multipurpose rooms and a plaza connected to a trail. The team said asbestos remediation is complete, permitting and bidding are underway, and they aim to go to bid in June with a multi‑stage construction and FF&E schedule that could push public reopening into 2027; staff cautioned timelines are subject to permitting and procurement realities.
Board members sought clarity on supervision and classification (exempt vs. nonexempt), staff training and how the proposed changes would be phased. Staff said they will continue branch‑level meetings and circulate questions and answers for employees; they will also present the staffing memo to county commissioners.
The board heard the presentations as informational items; no final staffing changes or construction contracts were adopted at the meeting. Staff will return to the board and, when applicable, to the county commissioners with lease documents, corrected committee rosters and any formal staffing recommendations that require action.
