Monroe County notifies City of Bloomington after inspections find two bridges need posting or repair

The Monroe County Board of Commissioners voted May 14 to notify the City of Bloomington that two bridges within city limits require attention after county inspections showed new structural concerns and recommended load postings.
Staff member explained the issue, saying the state classifies structures with a span of 20 feet or more as bridges and the county learned two city‑area structures — identified in county materials as Bridge 3.16 (Renwick) and Bridge 3.17 — now meet that definition. "At that time, it needed posted 9 ton weight limit," Miss Ridge, the highway department representative, said, describing the inspection results and the posting requirement.
The county emphasized it is not claiming ownership. A staff member told commissioners, "I think the county is in a little bit of a sticky situation," explaining that because the county must follow federal reporting and bridge‑program rules it inspected the structures and forwarded the results to the city. Staff said the county had offered to inspect and bill the city under an MOU in prior cycles but the city declined; the county proceeded to inspect to preserve federal funding eligibility for county bridges.
Commissioners were told one of the structures (Bridge 316, Renwick) may need significant repairs and an estimate mentioned in the discussion was on the order of about $500,000. Staff said the inspection report indicates a posted weight limit must be implemented within roughly 30 days or the next option would be closing the road if the owner does not act.
The board approved Resolution 2026‑18 to formally notify the City of Bloomington and document the county's inspection results. The motion passed by voice vote.
What happens next: the county has transmitted its inspection findings to the city, and any required postings, repairs or road closures would be the City of Bloomington's responsibility as the underlying property owner, unless the two jurisdictions agree otherwise.
