The Monroe County Waste Reduction District board voted Thursday to declare four aging roll-off boxes and one Ford F-150 pickup surplus and to appropriate funds for replacement equipment and a new roof for the administration building.
Mr. McGlasson told the board the vendor who services the district's roll-off boxes reported several containers are 25 to 30 years old and that repair costs are approaching replacement costs. He said the district reallocated existing appropriations to buy four replacement boxes (two already received, two ordered) and sought to declare the worn units surplus so they can be sold locally or scrapped.
The board then considered resolution 2026-06, which authorizes a bulk purchase of replacement roll-off containers and an additional appropriation to cover Administration Building roof replacement. Mr. McGlasson told directors the packet shows a purchase plan for nine containers (with shipping) with an estimated total of about $69,000 and a low bid of $45,199 to install a 29-gauge rib metal panel roof. He said metal roofing offers a longer service life and can be recycled at end of life.
"We're seeing repair costs meeting or exceeding replacement costs on many of these older boxes," McGlasson said, explaining the recommendation to replace the most deteriorated units.
Joey Long, who manages the recycling and reuse operations, confirmed procurement practices for the district's orange bag supply are timed to avoid annual price increases and that large orders can be stored by the vendor to smooth inventory needs.
The board voted on both resolutions by roll call. Resolution 2026-05 (declaration of surplus property) passed unanimously. For resolution 2026-06 (additional appropriation for containers and roof), directors in the meeting room voted to approve the appropriation; board staff noted that, under a conservative interpretation of the participation rule, only members physically present should vote on this financial measure, and those present approved it 4 0 0to 00.
