The canvass opened April 21 in the general registrar’s office; Chair Scott Newman called the meeting to order. After initial precinct documentation and Statements of Results (SORs) were reviewed, the board adjourned that night and set a series of reconvening dates to finish the canvass and review provisional ballots.
On April 24 the board began a review of provisional ballots. At 1:25 PM Chair Scott Newman moved to close the meeting and convene in closed session “pursuant to section § 24.2-653 (B) of the Code of Virginia for the purpose of considering whether each person who submitted a provisional vote at the election was qualified to do so,” and to permit the General Registrar, Assistant Registrars and authorized candidate or party representatives specified in § 24.2-653(B) to remain; the motion also allowed provisional voters present to enter while their qualifications were considered. Dan Graff seconded the motion; Newman, Roman Bakke and Graff voted in favor.
During the closed session the board reviewed fifty-two provisional ballots. At 3:50 PM the Chair moved to adjourn the closed session and return to open session; that motion was approved and, three minutes later, the Chair moved to certify that the only matters discussed in the closed session were the qualifications of provisional voters as directed by § 24.2-653 of the Code of Virginia. The board voted to certify the closed meeting in open session.
When the canvass reconvened on April 26, the board reviewed the Same Day Registration (SDR) duplicate report and accepted all provisional ballots. The abstracts of votes were signed by Scott Newman (Chair), Roman Bakke (Vice Chair) and Daniel Graff (Secretary) and certified under the electoral board’s official seal. At 4:15 PM Bakke moved to adjourn; Newman seconded, and the board adjourned at 4:16 PM.
