Bargaining teams meeting on behalf of Philomath SD 17J reviewed a draft set of ground rules, agreed on logistics for upcoming sessions and confirmed the first active bargaining session for April 29 at 4:30 p.m.
The facilitator presented a draft that asks both parties to commit to collaborative problem solving, schedule meetings by consensus, limit meetings to two hours unless the group agrees to extend, keep phones silent during bargaining and manage team attendance. "Parties shall sign the final ground rules and both parties will present their initial written proposal minus articles related to compensation and insurance," the facilitator said. The facilitator also said, "This session shall constitute the beginning of the party's 150 days at the table."
Participants discussed scheduling and facilities. Several dates were proposed and adjusted because of conflicts; April 22 and May 19 were removed from the calendar and April 29 and May 12 were confirmed as solid dates. The group agreed to carry meeting planning into June and to use a simple tracking sheet to mark which negotiation articles each side will open, close or leave out. "We had a sheet that has all of the articles and as we start working through them... we kind of start highlighting in yellow to be able to say we want to talk about a complaint procedure," one participant said while describing the tracker.
The teams also addressed procedural practices: either side may call caucuses as needed and may bring resource persons with 24‑hour notice; those resource persons will be observers and not decision makers. Participants agreed tentative agreements will be documented in writing, initialed by both leads and dated.
A separate discussion focused on whether meetings should be open, recorded or livestreamed. Participants noted recent changes to public‑meeting law and said recording and streaming obligations depend on the meeting’s status and the district’s facilities. Audio recording was discussed as a feasible option for some locations.
The group noted a representation change on the board: Sandy Herring was introduced as the person who would take over a board seat when the current member leaves, and participants said they would plan for that transition in ongoing participation rules.
The meeting concluded with confirmation that April 29 at 4:30 p.m. will be the first active bargaining session and with a list of June dates the groups will consider for follow‑up meetings.
