Swampscott School Committee adopts new operating protocols and approves four teacher agreements

The Swampscott School Committee on May 14 unanimously approved a revised set of operating protocols and four memorandums of agreement with the Swampscott Education Association (SEA).

Chair Glenn Pastor opened the motions after reading the proposed "Swampscott School Committee operating protocols" and inviting edits. Committee member (S2) moved to accept the protocols as updated; Pastor seconded the motion and the vote passed unanimously with all members saying "Aye." Pastor said the document clarifies routine practice including routing requests for information through the superintendent and the chair and the chair's role as the committee's official voice. "We shall make our decisions based on information and not on personalities," Pastor read during the session.

The committee also approved four SEA agreements that emerged from recent executive-session negotiations: updated stipends (an item the chair said added roughly $28,000 already baked into the budget), a teacher-coverage memorandum covering ESPs and tutors, a tutor-evaluation memorandum, and an ESP-evaluation memorandum. Each measure was moved and seconded in turn and passed unanimously.

The chair told the public the guidebook accompanying the protocols will be revised later and posted for signatures; he said the committee expects to finalize the guidebook or consider additional edits in the coming months. The committee also agreed to publish a chain-of-command reference for families on the district website to clarify whom parents should contact first when raising concerns.

What's next: The committee will circulate the final protocols and post the guidebook and flowchart online; other guidebook updates are expected later in the year.
