The Holyoke Finance Committee on Wednesday voted to authorize a five-year contract with Spectrum for citywide VOIP phone services, following a memorandum from the chief procurement officer read into the record.
The procurement memo, read by the chair on behalf of Chief Procurement Officer Jamie Morrow, explained that while a three-year contract would save the city approximately $1,200 annually, the five-year agreement would increase savings to about $9,000 per year and include new equipment and infrastructure upgrades. The memo cited a recent transition by the town of Dunstable and described Spectrum’s rollout and ongoing support as "seamless" and "excellent."
Councilor McGrath Smith urged approval, noting a recent multi-day phone outage during her tenure that left residents and staff unable to make or receive calls and describing departmental concerns about the current system’s reliability. "Concerns regarding the reliability and functionality of our phone system have been consistent across departments," she said, arguing the five-year term would modernize communications without additional capital expense.
The committee approved the five-year authorization and voted to "receive" item 3 (a related phone-upgrade memo) by voice vote.
