County to hire consultant for $1M EPA Brownfields revolving loan fund cleanup work

Christine said this phase is implementation (cleanup) rather than assessment and that, since 2019, county staff have secured more than $2.1 million in EPA funding for assessment and cleanup activities. She emphasized the RLF work has no impact on the county general fund and carries no local-match requirement.
Board members asked whether the county has used consultants for similar work; Christine noted previous assessment work had been performed by Stantec and that BC Environmental would carry out implementation tasks for individual grant-supported projects. The contract ends when grant funds are expended and there is no ongoing county obligation beyond the grant period.
The board did not record a formal approval in the work session transcript; staff will return with contract language and task orders as projects arise.
