"It's really about measuring student outcomes," staff said, describing the bill's emphasis on setting local growth targets and providing differentiated supports and technical assistance to districts that need it.
Under the law, districts must select interim assessments from the State Board of Education's approved list and administer three interim assessments per year for the applicable grades; staff noted STAR (Renaissance) is among the approved assessments. Staff said statewide pricing for the full STAR suite is roughly $8 per student and that districts must plan to implement interim assessments beginning in fiscal year 2026–27, with the State publishing legislative reports and additional coaching in later years.
Board members asked whether kindergarten‑grade early literacy requirements would mandate specific curricula; staff said evidence‑based curricula are required only when districts use early‑literacy grant funds and that the State Board provides an approved list for interim tools.
