Granite City CUSD 9 board approves HVAC upgrade, consolidated plan and MOU extension; one board member opposes MOU

The Granite City Community Unit School District 9 Board of Education approved several routine and programmatic items during its May 12 meeting, including a contracting recommendation for Coolidge Middle School's final HVAC phase, adoption of the district's Consolidated District Plan for the 2026–27 year and an MOU contract extension for 2026 covering union and specified nonunion employees.
On agenda item 9.3, district administration recommended proceeding with Trane for the Coolidge Middle School HVAC renovation to complete final-phase work (re-insulating piping and replacing unit vents in classrooms, the gym and office areas). The administration said Trane has completed system testing and is developing final pricing; the work is expected to be completed over the course of two summers and estimated costs fall within the established HVAC budget. The board approved the recommendation by roll call.
The board also approved the annual resolution designating depositories for district funds, a set of sixth-hour assignments (including a Lake work co-op class and a Lake driver-safety section taught for 30 hours by Jake Janek), and the Consolidated District Plan (CDP) for 2026–27, which the administration presented as the framework for federal programs (Title I, II, III, IV, IDEA and school improvement efforts) and the planned use of federal funds; administration stated no additional local funds were required beyond budgeted allocations.
On item 9.8, the administration presented an MOU contract extension for 2026 covering all union groups and a set of nonunion roles (administration, HR specialists, payroll accounting specialists, executive secretary, technology staff, truancy and athletic trainers). The administration stated that all unions had approved and signed the extension. The motion passed by roll call with one dissent: Lineman was recorded as voting "No," while Silva, Vinny, Christie, Bradley and Curran voted "Aye." Several routine personnel items (retirements and resignations) were approved and the board voted to hold employment discussions (item 9.2) for an executive session later in the meeting under the Open Meetings Act exception for individual employee matters (5 ILCS 120/2(c)(1)). After the public portion of the agenda the board voted to enter that executive session.
The administration described the HVAC work as budgeted and lasting two summers, while the CDP was presented as aligning federal program requirements with district needs. The MOU extension was presented as agreed by unions; the meeting record shows one recorded dissent on the final vote. The board did not take additional public action on the employments item that was held for executive session.
