Springettsbury Township supervisors voted May 14 to advance the Signature Flats at Galleria subdivision and accompanying land-development plan, authorizing several waivers and imposing conditions before final recording.
The board’s action covers Subdivision 2025-0003 (to create a roughly 2.51-acre parcel behind the Extra Space Storage lot) and Land Development LD-2025-0001 for a four-story, 98-unit apartment building. Planning staff (Randall) introduced the plans and consultant Jay Krieger of RGS Associates presented the project, saying it complies with the township’s flexible-development overlay and zoning requirements.
Why it matters: the project alters a large, largely impervious site near the Galleria mall area and would replace traffic previously generated by a Bon-Ton department store with residential traffic. Jay Krieger told the board that a traffic assessment "indicates that traffic generated by the apartment and storage unit is significantly less than what was previously generated by the Bon Ton department store." The plans also propose site amenities including indoor bicycle parking, a shared patio, a dog park and a flexible recreation space.
What the board approved and required: supervisors approved motions to move subdivision waivers to the development plan review and then approved the plan subject to multiple conditions. The board’s conditions include providing two additional fire hydrants and obtaining confirmation from York Water Company that the proposed public water system is satisfactory. The solicitor’s language added an explicit caveat that township approval addresses only public-agency compliance and does not relieve private parties of obligations under private operating, sales or easement agreements.
Technical details and waivers: the applicant requested 11 deferrals related to design elements to be addressed with the land-development plan and asked for a waiver to allow concrete monuments to be set within paving with a 30-inch depth and a 12-inch diameter collar; the consultant confirmed the revised plans reflect a 30-inch depth. The project also proposes a 1.5 parking-space-per-unit ratio and an underground MRC stormwater facility because the soils do not permit infiltration, the consultant said.
Next steps: several requested deferrals and waivers will be finalized in the land-development review and administrative comments must be resolved before recording. Supervisors voted in favor of the subdivision and land-development motions by voice vote; staff will return with final plan revisions and documentation to meet the stated conditions.
