Cook's Corner owners ask Youngstown council to restore longtime corner business amid zoning/licensing dispute

Tanya Delaine and Mary Cook requested Youngstown City Council’s help after being told a long-established corner business cannot reopen because the block is now classified residential.
Delaine said Cook’s Cleaning Beauty Hair Salon—known locally as Cook's Corner and operating since about 1987—served neighborhood workers and schools and provided prepared meals. She said the family invested in renovations and followed city guidance from staff (Kelly, Faith and Melissa), but was later told the area is residential and the business cannot obtain a license. "Now they say we can't get a business license, and we've even been told that there was never a business there," Delaine said.
Mary Cook, introduced by Delaine as the owner, said she has historic paperwork showing past licenses and asked for help to reopen. Councilman Oliver recalled patronizing the window as a young man and offered to meet with the owners to explore a variance or other remedies, noting he believes the business should be grandfathered in.
Council did not take formal action at the meeting. Councilman Oliver said he would meet with the owners and see if there are city options, including a variance or use of discretionary funds; the record shows no vote or binding directive was taken at the session.
