Developer says East Chalmers project almost complete, asks Youngstown for sidewalk help

William Johnson told the Youngstown City Council that his revitalization work on 94 East Chalmers is nearly finished and asked the city to help with sidewalk and walkway improvements in the East Chalmers and Erie Street areas.
Johnson identified himself as a resident of 33 East Amers Avenue, owner of Combined Trades Construction and president of the Progress for Youth Development Foundation. "We're 95% completed," he said, adding that one unit has been rented to a veteran and that he is revitalizing dilapidated properties to provide affordable housing for service members.
Councilman Oliver praised Johnson’s long-term work in the neighborhood and said he would check for available American Rescue Plan funds to help with paving or other infrastructure needs. "I do have some ARP funds left, and I'll see what I can do to help you with that," Oliver said.
Johnson supplied photos of the property’s condition at purchase and his vision for the site and asked the council to consider what city support might be available for sidewalks along East Chalmers and Erie Street. The council did not take immediate formal action at this meeting; Johnson’s request will be handled through regular staff follow-up and whatever funding or permitting processes apply.
