"I really think we could upgrade the park for a very reasonable amount of money, and do it with a lot of volunteer labor," Marsland told the council, and he pointed to community interest and outreach to the Rochester Disc Golf Association. He presented a back‑of‑envelope budget and proposed using the $10,000 the city had earmarked for a joint‑powers project as matching funds; he said he expected to raise an equivalent amount from enthusiasts by 2027 and that volunteer labor could cut costs.
Marsland described terrain opportunities at Lions Park, including a 125‑year‑old oak and a ridge overlooking Masten Creek, that he said would make attractive holes for a tournament course. He also noted the city could seek a partial joint‑powers contribution and that much of the installation could be volunteer driven.
Council thanked Marsland and noted Park & Rec would present a formal plan later; staff said the Park and Rec board has discussed the idea and that a formal project would be expected to return for committee and council consideration before funds are spent.
