Committee advances multiple budget items, approves emergency facade work and amends small water repair cap

The Youngstown City finance committee voted on April 15 to advance a broad list of budget and procurement items to the councils fourth meeting for further consideration, including equipment purchases, personnel adjustments and a late ordinance. Chair Mike Ray moved to advance items 1–3, 5–12, 14–23 and a late ordinance (26‑80); the motion was seconded on the floor.

The committee addressed an emergency repair at 20 Federal where staff said a large panel of bricks fell from the east facade and contractors had to remove loose bricks using a large lift. Public works explained that under the citys emergency procurement authority (stated in the meeting as "7 35 0 5 1"), the director of public works can act without bidding when there is an imminent risk to public health and safety. Adam Venti of the law department described that statute and its intent to allow immediate corrective action for threats such as a building facade at risk of falling.

Committee members also approved a requested amendment to Item 4, increasing the not‑to‑exceed amount from $59,000 to $62,100 to cover an additional repair that came to light after initial paperwork — a $3,395 job on Jane Street staff said would push the total to $62,100. The chair moved the amendment, it was seconded, and the committee advanced the amended item for consideration.

Other routine items advanced included replacements and purchases for the street department (hot box, asphalt recycler, fuel pumps), a Ford F‑550, a large snow‑plow purchase, police software renewal and court salary adjustments for grant‑funded docket staffing. Several items had been discussed in prior budget hearings.
