Committee trims and recommendations: ITVCC NDA debated; OMB, council office and inauguration NDAs reviewed

The Government Operations and Fiscal Policy Committee considered several small but policy‑visible NDA and budget items in addition to the leases and OIG reviews.
Dr. Torregas summarized the Interagency Technology Policy Coordinating Committee (ITPCC), a cross‑jurisdictional body established in 1987 and reestablished in 1994 that brings county government, Montgomery College, Montgomery County Public Schools, WSSC, HOC and the Park and Planning Commission together to coordinate technology deployments. Staff recommended deleting the small $3,000 NDA line for ITPCC in FY27 because the CAO and other offices are positioned to take on policy responsibilities; Dr. Torregas said the council resolution remains the instrument to keep ITPCC objectives available to future administrations. Councilmember Evans asked whether deleting the line might cause future executives to overlook the initiative; staff and other members said the resolution and a CIO table of agency technology leads provide the persistent structure the council needs.
The committee also reviewed the County Council office budget (a same‑services request with a $691,892 increase driven by projected compensation), and Mr. Howard proposed $100,000 in one‑time lapsed savings as a potential reduction tied to an internal reorganization and efficiency effort. Membership praised central staff and concurred with forwarding the recommendation; the committee agreed to put the proposed lapsed savings on the reconciliation list for committee consideration.
Separately, the legislative branch communications NDA was presented with a recommended increase for compensation and a proposed $21,115 reduction: Mr. Howard said a long‑standing noncompetitive contract (producing Spanish‑language shows for Telemundo and Cable Montgomery) can be reduced because the communications branch now has internal capacity to produce those programs.
On OMB reductions, staff recommended trimming $1,000 in supplies, $5,000 in training, $5,000 in other professional services and $60,000 in the citizen survey, with OMB staff saying FY26 appropriations will fund the 2026 survey. The committee recommended forwarding these budget recommendations to the full council and agreed to track reductions on the reconciliation list.
