The Fremont City Council met Jan. 27 and unanimously approved the meeting agenda as amended after removing a private hangar land-lease item. The council recorded an 8-0 roll call and carried motions on consent and multiple resolutions.
Councilmember Jensen moved and Councilmember Horner seconded an amendment to remove agenda item 15 (the private hangar land lease); the amendment passed 8-0. The amended agenda was approved by motion of Jensen, seconded by Vaughan, also 8-0. Councilmember Vaughan moved, seconded by Horner, to adopt the consent agenda (items 2, 3, 5, 10–14, 16 and 17); the motion carried 8-0.
Consent and subsequent action items approved included: dispensing with prior meeting minutes; authorizing claims for Jan. 14–27, 2026; amending and authorizing a Letter of Support for the Fremont Housing Agency to designate Stanton Tower as 'Elderly Status'; receiving the 2025 Annual Highlights and FY 2025 financial reports for the Department of Utilities and the City of Fremont; receiving the Keene Memorial Library Board 2024–2025 Annual Report and MainStreet of Fremont annual report.
Resolutions approved on consent or by motion included Resolution 2026-019 (license agreement for an electric supply line across BNSF Railroad, $4,406); Resolution 2026-020 (purchase order to GEA Mechanical for WWTP centrifuge repair, $73,061.51); Resolution 2026-021 (purchase of Self-Contained Breathing Apparatus and additional facepieces, $329,333, with $250,909.09 funded by the Assistance to Firefighters Grant); Resolution 2026-022 (three-year technical support service agreement with IDS for LDW Power Plant control systems, $100,000 per year); Resolution 2026-024 (awarding the land auction contract to Farmers National Company at 5% of gross sale price); Resolution 2026-027 (Subaward Agreement #24-11317 Amendment #2 for an EDA Tourism Grant award); and Resolution 2026-029 (contract with Veenstra & Kimm, Inc. for North Downtown Streetscape Revitalization, $400,000). The council also authorized a Cooperation Agreement for parcel 270139527 with RES Group (motion by Jensen, seconded by Horner), passing 8-0.
