Council hears and moves to approve PUD292-2025 amendment, easing parking and landscaping requirements

Rocky Hinkle, the city’s community development director, presented PUD292-2025—a major amendment to PUD50 affecting approximately 64 acres south of Washington Street and west of Aspen Street. The amendment is intended to facilitate site-plan approval for an expansion to an existing building and addresses several technical standards.
Key staff-described changes include a request to change the parking standard (presenters described recent project-level calculations that would otherwise require 29 parking spaces but the site can only accommodate 12) from one space per 200 square feet of building floor area to one space per 525 square feet, and removal of a legacy requirement for Bradford pear trees along the property in favor of the city’s current landscaping buffer standards (the transcript notes Bradford pears are no longer on the accepted-tree list). Staff also proposed removing legacy fire-lane language from PUD50 in favor of modern fire-lane regulations; the Broken Arrow fire marshal had no objection to the change and will review any site-specific fire-lane design during site-plan review.
Staff noted the planning commission held a public meeting on Feb. 12, 2026, and recommended approval by a 5–0 vote. An adjacent property owner submitted a letter raising drainage concerns and reported a pile of dirt; staff engineers determined those issues were pre-existing on the neighboring property and not attributable to the subject site. Staff reported that the fire marshal and staff engineer have approved the related site plan (site plan 2086-2025) and recommended the council approve PUD292-2025 per the planning commission recommendation.
A council member moved to approve the PUD amendment per staff recommendation and the motion was seconded and called for roll.
