Hubbardston Council on Aging seeks clarity after state formula grant installment

Council members discussed a memo they said came from the Massachusetts Executive Office of Aging and Independence indicating the third installment represents 17.33% of the fiscal-year formula grant and that the installment brought FY26 year-to-date funding to 83.33%. Claudia, who said she received the state notice, told the group the memo did not list an amount for the council: “I did, and I I sent it to you. Well, it said that we were supposed to get it the week of February starting the week of February 17th,” she said.
Members said that when some of them met earlier with an acting town treasurer, they were told the town might keep funds entering municipal accounts "because they need it." Those remarks prompted concern that the council’s allocation could be held at the municipal level rather than delivered to the Council on Aging. Meeting discussion identified the town treasurer as Liz as the person who will be asked to confirm allocations and amounts.
During the meeting a participant read payment figures they said were on record for the council: an earlier October payment of $9,744 and two February payments listed as $3,188 and $3,377.27. Members said they would verify those amounts and the council’s correct allocation with the town treasurer and would not add numbers to the minutes until the treasurer confirms the accounting.
The council did not take any formal action to pursue legal remedies during the meeting; instead, members asked Ken and Claudia to follow up with the town treasurer and circulate confirmed figures. The treasurer was not present at the meeting; members said they expected to have definitive information once she reviews the records.
Next steps: council members will request written confirmation from the town treasurer about the FY26 formula-grant amounts and allocations and will add the confirmed figures to the council’s records when available.
