Animal-control update: City Attorney Black described broad clarifications in the animal-control code to remove archaic language, add enforceable barking-dog provisions and give guidance for animals at city-sponsored events (with service-animal exceptions). The Chief said the changes give officers clearer enforcement authority at special events and allow for consistent signage and exclusion where permit holders request no animals. Council moved to introduce the ordinance and vote to set adoption for the next meeting; the motion carried 5–0 after staff agreed to correct a minor typo before final adoption.
Transient-occupancy-tax enforcement: City Attorney Black explained amendments to streamline enforcement against operators of short-term rentals who fail to remit TOT. The revision permits expedited administrative remedies, declares failure to pay the tax by an owner/operator a public nuisance in some cases, and allows staff to record liens against real property when owners are identified. Black said the city is pursuing a caseload of unpaid operators; he reported staff identified roughly 20 potential cases. Council introduced the amendment and set adoption for the next regular meeting.
