Project scope: Staff described three AHSC components — roughly $12 million for the affordable housing development (three buildings with a community room, tot lot, dog park and half‑court), a housing‑related infrastructure (HRI) package to fix legacy storm‑drain capacity issues (initial budget line item $1.4 million but AHSC HRI could fund up to $3.2 million), and approximately $3.9 million for sustainable transportation infrastructure (STI) including about 2.5 miles of Class 2 bikeways, sidewalks, ramps and crosswalks linking Nelson Avenue to existing destinations.
Staff said the city narrowly missed award in a prior AHSC round by half a point and that a successful application could bring $18–$19 million into Orville. Planning staff and council cited strong local need — the county housing authority has a long public‑housing wait list and high occupancy rates in existing affordable complexes — and the council approved the city’s endorsement to submit the application.
What the money would buy: In addition to the apartment units, the proposal would fund stormwater conveyance and repair, sidewalks and crosswalks, and bikeways that fill gaps on Nelson Avenue and adjacent streets that staff said are necessary to serve the development and improve safety.
Council action: The motion to support the AHSC application passed 6–0 with one absence. Staff and the developer will finalize the application and return to council as needed.
