Mayor Drew Combs opens Menlo Park council meeting; Councilmember Wise participates remotely under AB 2449

Mayor Drew Combs opened the Menlo Park City Council's regular meeting on Nov. 18, announcing the session would be held in a hybrid format with council members, staff and members of the public participating in person and virtually. He warned that public-comment time may be limited if more than 10 speakers sign up and identified staff present.
"Hello, I'm Mayor Drew Combs, and welcome to the November 18th Regular City Council meeting," Combs said as he called the meeting to order.
Combs introduced those present in council chambers, named Vice Mayor Betsy Nash and Councilmember Jeff Schmidt as attending in person, and noted Councilmember Cecilia Taylor was absent. He said Councilmember Jennifer Wise was participating remotely under Assembly Bill 2449, the statute authorizing remote attendance under specified circumstances.
City Councilmember Jennifer Wise provided the required remote-participation description for the record, saying, "Thank you, Mayor Combs. Unfortunately, I'm not feeling well." The mayor said roll-call votes on action items would be taken in alphabetical order by legal first name, with the mayor voting last, citing Government Code 54953B.2.a and the City Council Procedures Manual.
The meeting also included accessibility arrangements: Combs announced in-person interpretation services and listed interpreters present. City Clerk Judy Herron instructed in-person attendees to submit speaker cards for any agenda items and told virtual attendees to use the on-screen hand feature when the mayor calls for comment. "For members of the public who wish to provide comments for any of our agenda items this evening, if you are in person, we ask that you go ahead and submit those speaker cards to the City Clerk at this time," Herron said.
The meeting then proceeded after the clerk's directions were given. The council addressed the remainder of the agenda following these opening and procedural announcements.
