Staff reports on Monterey Street overlay, Corey Trail grant application and stairway projects

Staff provided project updates and grant activity. A consultant was selected to design a future Monterey Street overlay; staff expect design to proceed so construction could be scheduled in the next calendar year. Tomas said the city is pursuing a Priority Conservation Area (PCA) grant to repave and address drainage and invasive-species removal on Corey (Quarry) Trail; a letter of intent was due Dec. 19 and the full application would be submitted if the city advances the project.
Tomas explained the PCA grant estimate includes drainage and erosion-control work and that slope stabilization would likely require geotechnical study if awarded. Committee members asked whether ADA crosswalk ramps and bank stabilization could be added; staff said grant caps (roughly $1 million) and scope constraints mean some surrounding improvements may need other funding sources.
Design work continues on multiple stairway projects and on traffic/safety improvements near transit stops; staff reported the stairway prefabricated section delivery is delayed and will provide an updated contractor schedule at the next meeting. Staff said they will return with design exhibits to the Complete Streets committee as projects reach the design stage and noted that coordination with schools and property owners will be part of outreach should grant funding be awarded.
No actions were taken; staff will provide updates to the committee in January and circulate design materials for review as projects progress.
