A committee member raised a safety concern about a Kinder Morgan petroleum pipeline that runs along the north edge of the lagoon near the Baylands site and asked that the committee incorporate a comment requesting verification of the pipeline routing and integrity and confirmation of how the pipeline easement will shape site design and mitigation. Staff responded that utility easements and pipeline owners are part of the review process and that the city has records of pipeline locations, but staff said they would follow up to be sure the comment list includes a request to verify the infrastructure's condition and routing.
Staff and members also discussed sequencing: comments are due to staff by the end of the calendar year (committee asked staff to compile committee comments by Dec. 23) and the development team will prepare formal responses that will be publicly posted. Staff said that while the specific plan and EIR establish overall concepts, many engineering- and design-level details will be developed in later phases and that there will be additional opportunities for committee input during detailed design, permitting and review phases.
Next steps: staff will compile the committee's comments (including the pipeline integrity request if the committee confirms it) and submit them to community development before the deadline; the committee expects public responses from the developer consultants within roughly 30–60 days thereafter.
