A district presenter identified in the record as "Dr Freeman" explained the two fee types: state‑authorized level‑one developer fees (intended strictly for anticipated student growth) and the CFD No.1 special tax (a voter‑approved levy with broader permitted uses such as construction, rehabilitation and equipment). The presenter said the district’s current level‑one rate is $3.79 per square foot and noted the statutory allowable increase to $5.17 per square foot; CFD fees include both a one‑time square‑foot charge and an annual tax component tied to county engineering news‑indexing.
Using a 2,000‑square‑foot home as an example, the presenter showed how combining level‑one and CFD charges yields a one‑time developer fee in the tens of thousands plus a small annual tax for up to 25 years. Board members asked about enrollment projections and modular classroom costs. The presenter estimated upcoming infill projects could add 100–200 students, and said 10 modular classrooms (portable units) are estimated at about $4.4 million for purchase and installation (roughly $440,000 apiece). After discussion, Board member Debbie Miller moved to approve the increases as presented; Bob Miller seconded and the motion passed unanimously.
The board’s action authorizes the district to apply the indexed CFD adjustments and to pursue the fee levels presented; staff said proceeds will be used immediately for roofing, parking, modular classroom procurement and other facility needs identified in planning documents.
